(InsideOutNews)<\/a><\/strong> Political Activist, Anthony Matumba claims that the municipality continued making payments to the two companies even though other service providers allegedly met the required tender requirements. According to Matumba, Vhembe District Municipal Manager Norman Kutama, as the municipality’s accounting officer, should have taken steps to remove the two companies from the municipality’s panel of service providers after questions were raised about their compliance.<\/p>\n\n\n\n

Allegations have emerged concerning the awarding of municipal work and payments amounting to approximately R25 million to two companies by the Vhembe <\/a>District Municipality over a three-month period. Matumba alleges that the payments were made between April and June to Conceptual Engineering and Batatise Consulting, despite the companies allegedly not having the required tax documentation to qualify for municipal tenders.<\/p>\n\n\n\n

He further alleges that the municipality’s mayor is aware of the matter and recommended that the payments be classified and written off as irregular expenditure.<\/p>\n\n\n\n

Matumba raises questions over municipal oversight<\/h2>\n\n\n\n

Matumba argues that treating the expenditure as irregular does not address the underlying concerns about how the companies were appointed and why they allegedly continued receiving municipal work.<\/p>\n\n\n\n

“The two companies continue to get millions of rands from the Municipality while the mayor brushes it off as a mere Irregular Expenditure,” Matumba alleges. He also questioned why the companies allegedly remained on the municipality’s service-provider panel despite concerns over their tax documentation.<\/p>\n\n\n\n

The allegations have not been independently verified, and the municipality and the companies have not yet been given an opportunity to respond to the claims.<\/p>\n\n\n\n

Evidence and investigations<\/h2>\n\n\n\n

Matumba says he intends to publish supporting evidence relating to the allegations. He also said investigations into 4Cus Group are nearing completion, although he did not provide further details about those investigations.<\/p>\n\n\n\n

The allegations raise questions about municipal procurement processes, compliance with supply-chain management requirements and oversight of irregular expenditure.<\/p>\n\n\n\n

Hawks, Public Protector and National Treasury approached<\/h2>\n\n\n\n

Matumba says the matter will be reported to the Public Protector, Hawks and National Treasury for investigation. If formally submitted, the complaints could give the relevant authorities an opportunity to establish whether procurement rules were followed, whether the payments were lawful and whether any officials or service providers should face further investigation.<\/p>\n\n\n\n
