According to Matumba, Vhembe District Municipal Manager Norman Kutama, as the municipality&#8217;s accounting officer, should have taken steps to remove the two companies from the municipality&#8217;s panel of service providers after questions were raised about their compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allegations have emerged concerning the awarding of municipal work and payments amounting to approximately R25 million to two companies by the <a href=\"https:\/\/limpopo.da.org.za\/2019\/02\/more-than-r1-2-billion-in-vhembe-unaccounted-for-da-lays-complaint-with-pp\" data-type=\"link\" data-id=\"https:\/\/limpopo.da.org.za\/2019\/02\/more-than-r1-2-billion-in-vhembe-unaccounted-for-da-lays-complaint-with-pp\" target=\"_blank\" rel=\"noopener\">Vhembe <\/a>District Municipality over a three-month period. He also questioned why the companies allegedly remained on the municipality&#8217;s service-provider panel despite concerns over their tax documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The allegations have not been independently verified, and the municipality and the companies have not yet been given an opportunity to respond to the claims.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Evidence and investigations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Matumba says he intends to publish supporting evidence relating to the allegations. He also said investigations into 4Cus Group are nearing completion, although he did not provide further details about those investigations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The allegations raise questions about municipal procurement processes, compliance with supply-chain management requirements and oversight of irregular expenditure.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hawks, Public Protector and National Treasury approached<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Matumba says the matter will be reported to the Public Protector, Hawks and National Treasury for investigation.
